N.Y. prisons suspend sex offender program
May 07, 2004, theithacajournal.com | Submitted by steve Written By Marc Humbert
Article Overview According to New York Corrections Commissioner Glenn Goord, a treatment program for sex offenders held in New York's state prisons has been suspended in the wake of a federal court ruling. The prison chief said that in the treatment program's place, a mandatory intensive counseling program would be used with sex offenders. At issue in the court case was a requirement that inmates take responsibility for their actions and discuss other sexual misconduct, even if they hadn't been charged with it. Failure to participate in the program leads to a loss of "good time" credit that can reduce an inmate's prison stay.

Article Overview Lisa Burns was raped in her home on October 1, 1994. In 2001, Lt. Richardson found similarities between Lisa's case and two other unsolved rapes in the mid 90s. He says there was one name on all three suspect list, John Boston, but there wasn't enough evidence to arrest him. In March 2002, Boston got cocky and decided to send police a letter, taunting them, saying he would never be caught. Enclosed were pictures of Boston at the U.S.-Canadian boarder, buying a warm coat and smugly posing next to a Detroit police car. Using DNA from the envelope police got a positive match, he was arrested and is currently serving a 420 years prison sentence. Unfortunately, Boston has continued to torment Lisa and her family from behind bars, having called Lisa's parents from the Jefferson County jail, reading off her social security number and that of her husband's and telling her parents that he has their names as well.
