Not all providers are the same and certainly a change might be necessary depending on the circumstances. Perhaps we should be asking about why it appears this person is still in therapy instead of assuming it MUST be the therapist instead of the patient.
It is a given fact that with this particular therapist, you don't get out either until your probation is finished, or you sue in court. I don't know how it is in other States, but here we have to pay for the therapy ourselves. So who wants to give up a captive source of income?
I have completed all requirements for the group, read all 3 books in "phase 1", did my reports, and passed all my polygraphs. Went to "phase 2", finished my book and report for that phase and passed my final polygraph but "with issues". This is where the new polygrapher comes in. I asked the therapist, "if you review the video and see him extorting me, will this clear the "issue" up?" He agreed but magically the poligrapher "lost" the video due to a "technical malfunction". As the therapist said "Who should anyone believe, you or him?" I'm sure if I lost something like that I'd be charged with something. The "issue" was me saying I looked at pornography (which I didn't say but was in the report) Even though I passed when answering that question in the negative.
There is a reason that the Dept. of Naval Intelligence discontinued polygrapghs. Some of the faults cited were with the poligraphers and some cited with the psychology of them. If you want to know how polygraphs really work, please look it up. It has little to do with truth and more to do with your reaction which could mean many things.
As far as reporting that PO to a higher authority:
If there is one thing I have learned in probation, it's NOT to challenge anything. One SO got a court order to travel for business and the dept. head at probation still said he couldn't go. He said to the probationer "I'm gonna get you now." because he was mad that he got a Judge to over rule him. You wouldn't believe what this guy is like unless you witness it yourselves. He's a complete Nazi that works outside the bounds of anyone orders or any law and no one cares. What I am seeing now is a lot of authoroties getting drunk on power and having a ball abusing it knowing there are no consequences when it comes to sex offenders.
