Can we take a broad look at this employment issue for a second? I've got to get some clarification here.

Here’s the link to the Highlights of the Jessica Lunsford Act. Click around and tell me if you see anything on there about the issue of employment to include the Notice of Responsibilities FDLE makes offenders sign when they re-register twice a year. According to this webpage:
Provides a criminal offense for anyone attempting to hide sexual offenders or predators from law enforcement officials. Commission of this crime is a 3rd degree felony.
This could include:
1. Withholding information from, or not notifying, law enforcement about an offender’s or predator’s noncompliance and, if known, his or her whereabouts
2. Harboring, attempting to harbor, or assisting another person in harboring or attempting to harbor offenders/predators
3. Concealing, attempting to conceal, or assisting another person in concealing or attempting to conceal offenders/predators
4. Providing information to law enforcement regarding offender(s)/predator(s) which the person knows to be false information
Now take a look at the law s. 775.21 (10) (b)

(b) A sexual predator who has been convicted of or found to have committed, or has pled nolo contendere or guilty to, regardless of adjudication, any violation, or attempted violation, of s. 787.01, s. 787.02, or s. 787.025, where the victim is a minor and the defendant is not the victim's parent; s. 794.011(2), (3), (4), (5), or (8); s. 794.05; s. 796.03; s. 800.04; s. 827.071; s. 847.0133; or s. 847.0145, or a violation of a similar law of another jurisdiction, when the victim of the offense was a minor, and who works, whether for compensation or as a volunteer, at any business, school, day care center, park, playground, or other place where children regularly congregate, commits a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
Can you tell me why the FDLE Highlights don’t include this employment issue? Can you tell me why the Notice of Responsibilities signed by the offenders twice a year don’t include this third degree felony? Geez, it seems like it must be important for FDLE to advise RSOs of the rules and get documentation to back it up, but they didn’t think it was important to tell predators in the state of Florida that working near children can put them in the pokey. Do you think it’s possible that we have predators in the State of Florida that are actually trying to abide by the rules even as confusing as they may seem? Now if it’s possible that predators might actually try to comply with the laws, how many of them would comply with laws they have no clue about? Just curious, not that I think keeping preds away from kids is important or anything, but someone somewhere in the state of Florida felt it was or it certainly would not be part of the JLA, no? Ok, so if we can agree that some people think this is important and it’s possible that some predators would comply with the law then why don’t we tell them about it? Can you tell us how many predators there are in Florida and your estimate on how many you think might actually be aware of 775.21 (10) (b)?
I am serious here, either I am having a blonde moment (that happens twice a year once on my birthday and 6 months thereafter) or this issue is far more convoluted than you can imagine.
