Welcome to the forum offenderswife. No, it is not fair, and I quite agree that it is double jeopardy. However, the vote grabbing politicians are too blind to see what their protectionism is doing. They are all minimizing the harm that is done by rationalizing that they are protecting the public. One day it is going to bite them in the behind big time. They don't even realize that the registries pose a national security threat since they can be exploited by terrorists.

Now, I am not a lawyer. However, your husband may have some recourse concerning the $60 registration fee. Basically, the registration fee is a civil penalty, and a court recently ruled that he can't be thrown in jail if he does not pay it. Now, I am not suggesting that he doesn't pay it either.
