The above seems to define a wanton, random, thoughtless and "opportunistic" behavior. The serial rapist who wanders the city looking for the next victim to satisfy his animal urges. The serial child molester who has spent years obtaining and then betraying the trust of pre-puscent children.
As such, the first-time offender with no other known victims in most cases would not be a "predator". Granted, a person who rapes a 2 year-old is certainly worse than an exhibitionist. But we have no need for "labels" for such people if we do the right thing and sentence them to life without parole. Putting them on the street with a "predator" label is nuts.
Ditto two-time losers.
