My husband just told me this (pled down) attempted rapist does not have a parole officer. How can this be?
His record online from the OH Dept of Corrections says "Released Under PRC" under Parole or Release Detail. Does this mean "Postrelease Control Sanctions"? What are some examples of those?

You need to call a local probation office and speak with someone there. If they don't want to help, ask for their supervisor. They should be the ones best suited to answer your questions.
I do not know Ohio's laws (left there in the early (80's), so giving suggestions that are general is about the best I can do here.

Even if he was released from prison on supervised parole or early release program it will have a term date. Maybe he's done with supervision. DTCDTT is correct about calling corrections to get the specifics.
