I want to know why an offender who was in the Marines when he offended is NOT required to register! He spent time in a military prison and all of his records are protected! He is living in a neighborhood FULL of young children! He molested his own 3 and 5 year old children! WHY?

That's a great question. My gut feeling is that he probably wasn't convicted of a sex crime. Can you find out exactly what the charges were? The military generally tends to minimize sex crimes in my experience. They may have charged him with aggravated battery, for example, then gave him a big chicken dinner (BCD...Bad Conduct Discharge). I might be wrong, but it would be interesting to know what they actually found him guilty of.

His UCMJ conviction is critical. Its a good question though. I know most states require people who would've been required to register in their old state to register in the new one if they move. That said the military doesnt have a registry.

Most if not all states require that persons convicted of sex crimes under the UCMJ must register. A few, like Maryland and Georgia to name a couple, go further in stating that if the actual offense would have been a sex crime under local law regardless of what charge the conviction was for, the person must register.
So it really depends on where the person resides now and what his conviction was for.

here's an organization that might be able to help you find how to force him to register: http://staaamp.org/ They have a lot of information about military offenders and victims.

there are several reasons for him not having to , first of all there are crimes that the miltary charge you for that are of a different name and code to be tried compared to civilian, meaning that there whole judicial system is different and he may not have had to register so there for he wouldnt have any obligation to do so. Second depending on what sect of the military he was in it is possible his records are sealed and not public information for national security reasons . I have heard rumors long ago that the miltary discharges people and seals there records and sign an agreement with people that nothing is to be discussed . depending on the crime and secrecy required the military may also hold you indefinately if they want to protect any information from becomming public knowledge .So i guess to start you would need to know the circumstances of his charge and what agreement he came up with the military. military justice superceeds civialian justice as i understand it to be.
