there are several reasons for him not having to , first of all there are crimes that the miltary charge you for that are of a different name and code to be tried compared to civilian, meaning that there whole judicial system is different and he may not have had to register so there for he wouldnt have any obligation to do so. Second depending on what sect of the military he was in it is possible his records are sealed and not public information for national security reasons . I have heard rumors long ago that the miltary discharges people and seals there records and sign an agreement with people that nothing is to be discussed . depending on the crime and secrecy required the military may also hold you indefinately if they want to protect any information from becomming public knowledge .So i guess to start you would need to know the circumstances of his charge and what agreement he came up with the military. military justice superceeds civialian justice as i understand it to be.
