Within a highschool, if there is a teacher engaging in sexual acts with a student over 17 and if the student gives their consent are there any laws or violations against that and what is normally done in this type of situation?

The answer is not really clear. On the surface, sexual activity between a student and a teacher is illegal, up to age 18. That's the "black and white" of it.
On the other hand, the age of consent is 16. An argument can be made that the relationship was consensual, and the law violates equal protection. After all, the relationship would be perfectly legal if the actor were NOT a teacher.

Almost always illegeal. Depending on the state consent laws it may be considered child rape with sentaces ranging up to life in prison. Most entancing guidelines require more severe sentaces for "authority figure" offenders which a teaher would be. It's also a massive breach of the in loco parentis implied contract that exists between teachers and the parents of students.
Even were it not illegal for some bizarre reason it'd be GROSSLY unethical.

I believe Texas just passed a law making it illegal for a public school teacher to have a relationship with a student even if the student is above the age of consent.

Of course a teacher having a sexual relationship with a pupil(even if they drift into it and it's a one off incident ,as it often is)is acting unproffessionally ,unethically and shouldn't again be allowed to teach.
But there is a difference between this and the rape and murder of a seven year old.
Similarily in Britain(as I believe in the U.S) it's illegal to pay a prostitute under the age of 18.
But there is a difference between paying a 17 year old prostitute,and raping and murdering a seven year old.
So how is it "Megan's" law in America,and how would it be "Sarah's" law here?
