Almost always illegeal. Depending on the state consent laws it may be considered child rape with sentaces ranging up to life in prison. Most entancing guidelines require more severe sentaces for "authority figure" offenders which a teaher would be. It's also a massive breach of the in loco parentis implied contract that exists between teachers and the parents of students.
Even were it not illegal for some bizarre reason it'd be GROSSLY unethical.
