In Massachusetts when the legislature passed a new sex offender registration statute which creates lifetime community parole and reinstitutes civil commitment for those found to be sexually dangerous. Does this law apply retroactively? Are all sex offenders required to complete a treatment program before their release? Can offender be paroled early just for completing a treatment program?
