Relapse is a real risk amongst every bad habit or addiction.
When a smoker relapses they might blow smoke in someones face by mistake. When a Sex Offender "relapses", they rape a small child or take some innocence by molesting a child. Relapse is word I find totally lacking in responsibility.
I don't beleive treatment works. I beleive the death penalty ensures complete success in sex offenders not reoffending.
