"Although they are lifetime registered, they are only for a short period of time monitored. So, they may well be registered and on the Internet, but there's no way of learning what they are now doing. So, we want to have a law that requires them to be monitored for there registration, if need be, for an entire lifetime," said Curran.

I thought registering was supposed to be a regulatory scheme. Now they want to add active monitoring to it. Certainly sounds like probation to me, and punitive in nature rather than a regulatory scheme. I'm sure police departments have better things to do than actively monitoring sex offenders. Of course, that one department in Florida doesn't seem to have anything better to do and must have an unlimited budget.
