The bill also would require registered sex offenders who are away from their registered addresses for more than 30 days to notify local authorities at their new locations.

How will these clowns know the offender complied?
John Sex Offender - "Officer, now that I've been here in Odessa for 31 days I have to notify you that I'm a sex offender."
Viktor Kalishnikov, Ukranian Police Captain - "What's a sex offender"?
John - "Doesn't matter. But I'm notifying you."
Viktor - "Why?"
John - "Because they said I had to."
Viktor - "Who?"
John - "Louisiana."
Viktor - "Never heard of him."
John - "Louisiana is a state, not a person."
Viktor - "A state? Like sleeping and awake, dead or alive?"
John - "No you idiot. A STATE. You know, like a little country within a country."
Viktor - "Hey. Don't call me an idiot. You mean like a province?"
John - "YES"
Viktor - "Don't yell. OK, so this state said you had to tell me?"
John - "Yes"
Viktor - "Why?"
..............................and so it went on, until Viktor finally told John to get out of his office because he had better things to do than listen to John talk about idiotic requirements Louisiana had the audacity to think they could impose on him, a sworn officer of the Ukrainian National Police.
