He could liquidate everything he has and take that cash and stroll to the jail and say, "I give up, Can I winter over here?" LOL
Get in touch with the media and have them follow his wife as she goes to apply for assistance and housing. Make a huge production out of how much it is going to cost the taxpayers to house the guy, welfare for his family, etc. Show a whole bunch of tears from the kids too, make it real emotional.
Iowa will get this guy, as they will all their offenders, those who do not escape to MO, MN or IL. They have a low number and can afford, for now, to go after these guys with laws that make them criminals for living where they live before the law was in effect.
