Perhaps, as Iowa was aware of all the facts prior, if the Polk County attorney had been on the job, there might have been reasonable cause to petition him for civil commitment, with the past violence, and the trouble he was getting himself in as soon as he stepped into Iowa. They have the authority here to petition when there has been a recent overt act, whether a person is charged or convicted. They do it to guys in prison every day, whether he fits the profile or not.
In Iowa we have a civil commitment law, But since it was abused by the state ( commitment was being used againest one time sex offenders if they were arrested for driving without a license or a dwi) the iowa supreme court struck it down for commitments after non sexual reoffenses.
Another thing, his rape conviction was againest an adult. He would have not been affected by iowa's 2000 foot rule since it only applied to sex offenses with children.
I live in iowa and for what i heard is the baby sitter was so neglectful it was only after she heard the girl crying did anyone notice the girl wasnt where she was suppose to be. By the time they got to her and the perp he already had all her clothes off and had started to assault her. Why no officials have brought up the fact the babysitter was so neglectful is beyond me but giving child predators access to children isnt againest the law either.
