The guy in the library wanted to go to prison, it was said, later. He tried to get locked up several times, but they only gave him 30 days for the OWI. The restroom is only a short distance from where the girl was sitting at the computer. When the girl asked if anyone had seen the child, the staff started searching and found the bathroom door locked. They opened it with a screwdriver, and the staff held the guy in the restroom until the cops got there. He lived over a mile away, in a shelter, so it had nothing to do with 2,000 feet. What was really surprising was that he had, as Orolan said, only been convicted of a violent rape in 2003. Why was he out? Texas is usually tougher on that sort of thing. Perhaps, as Iowa was aware of all the facts prior, if the Polk County attorney had been on the job, there might have been reasonable cause to petition him for civil commitment, with the past violence, and the trouble he was getting himself in as soon as he stepped into Iowa. They have the authority here to petition when there has been a recent overt act, whether a person is charged or convicted. They do it to guys in prison every day, whether he fits the profile or not.
