What ARE you talking about?
Florida is suffering from sun damage. You let 7-time violent felons back out on the street and say they're harmless and then you pass mandatory 25-year sentences for butt-patters and tell them "go ahead and have sex with her and we'll let you out in 5 years instead." You refuse to convict anybody of capital sexual battery, because for some reason you don't have the guts to actually fry somebody for raping a two year-old. You'd rather put them on the street and say its safe because everybody knows where they live.
That's the trouble with your state. There's no clear direction, no clear consensus on crime and punishment. Just a hodge-podge of knee-jerk laws passed without any serious thought as to their worth or effectiveness. I think the Criminal Code in Florida is due for trashing and a complete rewrite from the ground up. And put it in the Constitution instead of the Statutes so it takes a statewide referendum to make changes to it. That will stop the stupidity, or at least slow it down.

See an abbreviation or acronym, but don't know what it stands for? Consult the Glossary.
