Because the teenager babysitting her was too busy at the computer having cyber-sex with her boyfriend on AOL. It was right there in the story.
Well, not the cyber part. But she sat down at the computer and started chatting away, oblivious to where the child was. Heck, the guy could have walked out the door with the child and been in the next state before the girl figured out the child was gone.
