It must have looked suspicious to see a man walking into the mens room with a little girl.
I see men all the time bring their little girls into the mens room and don't think anything of it. They need to help the child use the potty or at least monitor them. Do you see women bring little boys into the restroom? You probably don't think anything about it. Or do you suspect that they are molesting these little boys?
You are correct about little ones running off quickly though. Some 20-month-olds are pretty quick. So my question would be, how long did it take the parent to notice that their daughter was missing? I haven't read the story, so I don't know the details. Nor am I saying they are necessarily bad parents either. Libraries nowadays offer a multitude of services from tapes/cds, movies, books, periodicals, and computers with and without Internet access. It is quite possible that the parent got too rapped up in whatever service they were using at the library, and didn't notice their child had ran off. Still not an excuse for the child to be sexually abused, but where is the parents responsibility in all of this?
