But for a nation of a quarter-billion people, there have been surprisingly few instances of extralegal “justice.”

"Overt" anyway. No telling how much vigilante action happened that the police turned their backs on....or were responsible for in the first place. And while outright illegal activities like arson and murder may be the exception, wholesale harassment is the norm, by both the public and LEA.
Obviously, this kind of vigilantism could discourage offenders from registering their whereabouts with law enforcement.

Conspiracy theorists will say the FBI, on the instruction of the Attorney General who is seeking a Federal offense of FTR, gave Mullen his hat, shirt, gun and information to facilitate that exact thing. Massive FTR's around the country out of fear.
And if these two murders spawn copycat killings, there’s a decent chance the whole community-notification system could come crashing down.

It will also spawn a large number of dead copycats, who will die without benefit of the due process Mullen will get before he does:-))

Hello Orlan, Did you by any chance click on the link to the comments section? The very first one the has what the poster calls a short list of acts vigilantism. The legend below the list makes it a bit easier to understand and then easier to find the ones that LE themselves had to declare acts of vigilantism.
