makes sweeping changes to how California's child sexual abuse laws are applied to children victimized by family members, the single largest group of sexual abuse victims.
Surely they jest? A state that has had the all-omnipotent all-powerful sex offender registry for nearly 60 years to protect its children from "Chester the Molester" down the street SUDDENLY realizes that isn't the answer? Took them long enough.
The Circle of Trust bill faced powerful opposition in both the Senate and the Assembly
Interesting that the Senate and Assembly were so adamantly opposed to something that would protect the children. Pretty much cements the concept that many people in society are terrified of looking in the mirror and realizing THEY are their child's greatest enemy.

Interesting that the Senate and Assembly were so adamantly opposed to something that would protect the children.
The interesting part is the fact that here you have a measure that will offer real answers to the problem and they oppose it , but those same poloticians will all clamour to be the first to exclaim to their constituants about how much they are doing to "protect" the children by propossing a 15 mile banishment zone than does nothing to help the safety of anyone.

But that's the crux of it. If you were a politician, would you go to a rally and look out on all those voting parents and tell them you were sick of them molesting their own children and you were BY GOD going to do something about it?
Political suicide. Far better to blame the RSO's. Then the parents can wipe their brow and whisper to themselves "Still safe, nobody knows".

You said it all right there.
Nothing(except abusers themselves) has contributed to the continued abuse of children like the public shame and humiliation from the community notification and internet lists.
Kids see what happens to victims in the schools and in society. Kids who are undiscovered victims themselves. They choose just to endure the abuse, which is MUCH easier than being shunned by your friends.
Every act of violence against a RSO just serves to keep more of the majority of victims(family) quiet. No matter how much they might hate what Mom is doing to them, it is still better than foster care and seeing mom bruised and bloody in an orange jumpsuit, the home burned down and all their friends poking fun at them(the victim) because they are tainted and abused meat.
