Have to laugh at this one. Turns out the RSO's aren't the only ones who tell you one thjing but the record tells a different story.
According to court documents, Shoemaker does have misdemeanor charges of marijuana possession, public intoxication and possession of drug paraphernalia on his record. Shoemaker said he was charged with minor in possession of tobacco when he was a juvenile, but "that was the last time I've been in trouble.

Basically shows that we just need to make EVERY person who has EVER been convicted of a crime, misdemeanor or felony, register for life. Everybody needs to go to the local Sheriff's Office quarterly and update their information, which will be uploaded to a national free website for anybody to view.
The NSA has a huge underground computer complex (the Puzzle Palace). It doesn't do what it's supposed to do, evidenced by 9/11 and the fictitious WMD's of Iraq. So convert it into a huge web server and let it handle all this data:-))

The NSA and puzzle palace dont even work properly to communicate with the ships and planes that are gathering the intel to be sent to the damn place.

Couriers or 1940's radio technology have to be used in most cases.

Forward listening posts are not properly maintained nor protected and the last sucsessful NSA/Military coordination was when we forced the Soviets to target ships with SAMs and that intel was used to electronically disable the SAMs in tripoli so we could bomb them and sink their entire Navy. El Dorado Canyon/Prairie Fire 1986. (public information, no secrets revealed here so I have not violated my discharge obligations)

If the public wants proper tracking, contract Microsoft.

Got any idea how many offenders would fall through the "blue screen of death"?
Not to mention the fact that it would have so many security holes any 4th-grader could easily delete or modify thousands of records in an evening.

Tidbit for people who think I might be a bit "out there" with some of my ideas.

US engineers were once planted in a South american nation acting as power plant operators and essentially controlled the entire power distribution infrastructure and shut down criticalplants to coordinate other operations being conducted by members of the US Navy.

Children died in powerless hospitals so we, the US was spreading peace and democracy and ensuring that the people we want in control of an oil producing nation are in control.

Pat Robertson nearly screwed up 25 years of work in that region, lol.

I was going to mention basically the same thing about Microsoft designing such a system. It would have a bunch of security holes that they wouldn't fix until they are exploited because they think they are not critical. Once they are exploited, then they become critical. Just look at all the holes still in Internet Explorer that they have known about for over a year.

There are still holes in Windows 98, which a lot of people are still using. Microsoft knows about these holes, but since they are not fully supporting that operating system, they are not releasing patches for them because they consider them non-critical. Even if they are critical, the only way you can get the patches is through their update website. Makes it hard to distribute the patch to computers not hooked up to the Internet or with very slow connections. Microsoft plans on discontinuing all support for Windows 98 sometime in 2006. Some of these holes even extended to Windows XP and Windows 2003.

I tried to upgrade one Windows 98 machine to Windows XP, but wasn't able too due to hardware incompatibilities on a Compaq machine. The incompatibilities were real basic stuff like the floppy drive and the parallel printer port. Oh, and the machine would mysteriously turn itself on long after you turned it off. I think this was due to some wake on LAN setting for checking for updates. The person held me "hostage" for 3 days until I could get her computer restored back to Windows 98 with everything previously installed on it. lol.

So, no I wouldn't trust Microsoft to design such a system.
