what is your level of certainty?
99% certain it will not become law in it's current form.
100% certain it will not become law in any form while the 109th Congress is in session.
Maybe I'm overconfident. But the impressions we're getting from various legislators is that they are receiving some strong pressure from state officials to do something about this law. The mandatory minimums will cost the states money they don't have, not to mention the issue of the US Attorney General having the authority to take over a state agency just because he personally doesn't "like" the way that agency does things.
