Senate author Charles Wyrick of Fairland says he's more concerned about protecting children than the the rights of convicted criminals.

That's fine. Pony up the cash then, since you're so concerned. No doubt your salary will fund at least 20 offenders per year;-))

But Holly Chandler -- a therapist who treats sex offenders -- says it does no good to make sure offenders are home because most of them commit their crimes at home.

I find it really strange that the only people willing to acknowledge this fact are the offenders themselves and the therapists who deal with them. Everybody else continues to believe in the mythical bus-stop snatching.

I agree with you.. The powers that be do not take into consideration the the cost it takes to establish policy regarding a system as this, much less run it with minimal errors. Oh and there will be errors, but you and I will not hear about them. So if the battery goes dead in the bracelet, will it send a low battery warning to DOC, LE, or the PO?? or will the RSO be sent to or back to jail for tampering? It would need some sort of DC power to run.. afterall it's not solar powered... LOL

Any failure in the GPS bracelet will automatically mean the offender did something wrong. Why do you think DOC likes them so much? They know the things are not accurate and subject to all manner of failure without any tampering. Gives them a great way to lock up law-abiding probationers.
