I would definately call this harassment. If they Oscala Police Department isn't careful, they will have sex offenders who will obscond from registration because of this harassment; although, the department figures they are doing nothing wrong in their deluded way of thinking.
Maybe these offenders should start going to the houses of the officers six times a month to merely verify their address, and see if the officers think it is harassment or not.
