Actually, the courts have ruled that you can't be incarcerated for failure to pay a registration fee as it's considered a civil debt. As such, you can't be jailed for not paying it. Same as not paying a parking ticket. They can fine you all they want, but they can't jail you for not paying it. So all sex offenders have to do in states that require you to pay a fee to register is refuse to pay the fee. Sure they try and jail some of them. But the courts will throw out these cases due to case law. When this source of funding suddenly drys up, they will have to come up with another way to fund their precious registries.
