Yes, in Pennsyltucky they have been having problems with lawfully registered offenders being picked up and arrested for failing to register. You see for years the state police would not give offenders copies of the registration document so he/she could have proof they were properly registered. And of course the offender was fighting his battle from inside a jail cell.
Just today I went down and renewed my registration and was thrilled when the trooper asked me if I wanted a copy (they are always very professional with me). I told about previous refusals (they even refused my p.o., go figure that one) and he told me they changed the policy and are now encouraging offenders to have copies. I say thank you for this. I now keep several copies in my car, copies with my family as well as one in my wallet.
I don’t know how you solve the housing and job problems most offenders face. I know of guys who (when Pennsylvania’s site came on line) lost their residences as well as job. In Michigan it was reported that up 48% of offenders lost their jobs when their system went on line. I guess if I should become homeless I would just camp out on Governor Rendell’s lawn with a sign “Will not reoffend for food/housing.”
But the real answer is life imprisonment for all felony offenders (me included) and no plea bargains allowed. I guarantee you will cut down on the number of offenses and certainly reduce recidivism. And honestly I do support the death penalty (as the Philippines uses) for incest and child molestation of tender-age (
