What's the fear of RSOs networking all about?

An enemy divided and isolated is easily conquered. Not sure who said that, might have been the legendary Sun-Tzu. At any rate, RSO's who are united into a single group can compare notes on abuses, vigilante acts, etc and plan a concerted effort to change them.
Operating alone, RSO's can easily be manipulated. The government likes it that way.

Are they afraid of a cyber NAMBLA organization?

That's the "public" reason for it, because it looks good at the polls.
