I just don't get it. Why does the system let guys like this out again and again and clamp down hard on lesser offenders. It's hard not to come to the conclusion that they are trying to pad the reoffense stats by intentionally releasing some of the most dangerous guys. Sometimes it seems so willy nilly to me. There are guys with a single victim and single offense committed as SVP's and guys with multiple victims over several years who are out in the community.
