This is one of three articles published in the main section of Sunday's Richmond Times-Dispatch about the probation and parole system in Virginia and throughout the U.S.
For convenience, here are locations of the other articles. The first is interesting because beginning in less than 2 weeks, Virginia will be trying to make localities within the state handle technical violators in a more consistent manner and as early as next year will be using risk assessment to determine which offenders need to be returned to prison, presumably to reduce the number returned to prison.
