"...many parents whose children are defiled have been compromised by the rapists and often assist in "killing" vital evidence that could be used to punish the offender...citing a case last week where the father of a defiled child was allegedly bought a bicycle by the suspect in an out of court settlement."

In some cultures this behavior is tolerated, in others citizens would be outraged. The article also stated "At least 10 cases of child rape are reported at Gituamba area in Thika every month. Many others go reported." I have no idea how many people live in the Gituamba area in Thika, but since Thika seems to have about 90k residents it's some fraction of that so the frequency is probably pretty alarming.

Steve,
Gituamba is a "parish" or "province", with Thika being a city within it. So there are actually more people in Gituamba than the 90K people in Thika. Consider also that Thika is only about 60 kilometers from Nairobi, so the population density is higher than average in the area. Think of the relationship between Los Angeles and Long Beach.

Regardless of geography, there are too many victimizations. Kenyans have enough troubles without this going on.
