"The problem of paedophile sex tourism is usually associated with countries in the Far East such as Thailand and the Philippines, but experts now believe it is an increasing problem in Europe...Britain has some of the strictest rules on sex offenders in the EU, but some countries do not even have a centralised sex offenders' register. In practice, this means that paedophiles from Britain go unchecked in many European countries, while British authorities are unable to check on sex offenders who enter Britain."
The European Union is seeing some of the same problems as the United States in regards to states (or member countries) having differing legislation. On the one hand allowing states to establish laws that best meet their needs is a good thing, but lack of consistency not only makes it hard to keep track of applicable laws, but allows would be offenders to exploit member states with weaker laws.
