"We must bear in mind that no matter how good an intervention is, a small percentage do later re-offend."

Notice the word "small." So the public is being lied to when it comes to statements by politicians and various organizations that the recidivism rate among rehabilitated sex offenders is a high percentage even after treatment. Nothing new there!

Don't tell the public, though--it''d ruin their fantasy!
