It sounds like somebody dropped the ball. I'm curious what if anything will happen to the person or persons who were responsible for conducting background checks.

I can tell you, only in my limited experience with checking criminal histories of tenants, that you really need to check in the county where the crime took place otherwise the national database can miss it. It is a flawed system as you might already know. Had I not been told by an informant in the local area, I would never have known to run a criminal background through a specific county's state police database. It seems that they are not all linked property or more believably that these things are entered by hand (human error)
