There is a little more detail in this article as it appears to be the source of the AP article. They are going to find that new sex offenders coming to their town are going to go underground. Property values will most likely decline in their town as prospective buyers are going to pass by their town due to the attention that they are drawing to the sex offenders. Once that happens, they are going to blame the sex offenders for lowering their property values, when the town itself has only themselves to blame.

Current Offenders Would Be Excluded From Ordinance

CUERO, Texas -- High-risk sex offenders who move to Cuero will have to announce their presence with a sign in their yards.

The City Council unanimously approved an ordinance Thursday that calls for a white 2-by-2 sign with black lettering that carries the message "A Registered Sex Offender Lives Here." The sign must be visible at all times from the nearest public roadway and be within 20 feet of the front entrance of the residence.

Rebecca Baas of San Antonio, who identified herself as a volunteer with Child Advocates of San Antonio and with the Rape Crisis Center, asked the council to defeat the ordinance, saying the signs aren't the answer.

"The ordinance will create a situation that the offender will feel powerless and isolated," Baas told the council members. "That increased isolation could lead to triggers, leading to an offense. Instead of actually protecting children, the ordinance would do the exact opposite."</span></blockquote>
