Naked teens found in registered sex offender’s closet
Update 12:52 pm

By ROBIN BROWN
The News Journal
03/03/2006

A registered sex offender is back in jail today after officers found two naked teens in his closet, county police said.

Probation and parole officers were on a routine home visit Thursday to see Richard Whittle, 47, in the 100 block of Carvel Ave., when they found a 16-year-old girl and 18-year-old woman, said New Castle County Police Department spokesman Cpl. Trinidad Navarro.

Whittle’s probation on unspecified earlier charges was revoked and Whittle was charged with fourth-degree rape after police determined he and the teens were involved in sexual activity before the officers arrived, Navarro said.

Now the question is, did they know he was an RSO? Would it have mattered? Maybe they looked him up on the registry.

It wouldn't have mattered. RSO or not, a 47-year-old man should not have sex with a 16 year-old child. Whittle needs to brush up on his hiding naked, freshly-raped, teenaged girls from the police skills.

What is the consent age in this state?
(different states have different consent ages,it's possible within the USA to "RAPE"a 17 year old "Child",or have consensual sex with a 16 year old "adult",for precisely the same act, what someone is posted and pilloried for in one state,is legal across the road in another state)
If this was an offence it was right his parole was revoked.
If what he did was legal, and to be tolerated by someone else, then he's the victim of yet more persecution and witchunt.

It does seem from the item it was illegal.
He presuambly didn't have to money to go to one of the states where Child "marriage" is legal, and buy himself a Child bride.

This one was a little confusing when I tried to look up the age of consent laws for Delaware. Indications are that it used to be 16, but was raised to 18. One source I googled indicated the age of consent was 18 if the other person is 30 years of age or older.

I looked up Richard Whittle on the Delaware sex offender registry.
http://www.state.de.us/cgi-bin/sexoff.cgi/apps/so/sor_d.htm?opt=00000209
He shows 3 convictions on the same day (06/11/2002) for sex with an underaged person in Delaware.
Convicted State Statute Description Victim Info
06/11/2002 DE DE11077000a2FC RAPE FOURTH DEGREE SEXUAL INTERCOURSE VICTIM LESS THAN 18 YEARS OLD 12-15yr
06/11/2002 DE DE11077000a2FC RAPE FOURTH DEGREE SEXUAL INTERCOURSE VICTIM LESS THAN 18 YEARS OLD 12-15yr
06/11/2002 DE DE1107680000FG UNLAWFUL SEXUAL CONTACT SECOND DEGREE HAVE SEXUAL CONTACT 12-15yr

So he knew that it was illegal to have sex with the 16-year-old based on his 2002 convictions. I am not sure if the 18-year-old woman should be charged with rape too. The article doesn't give much detail. In Delaware, it is not a defense if a person reasonably believes that the person they were having sexual relations was of the correct age.

Whittle's crimes are listed in the article. Although not a crime, it sure is a shame that a father of teenage daughters sees nothing wrong with a 47-year-old man having sex with a 16 year old.

That is probably something he doesn't get much practice at, lol.

Evidently, only one of them was raped, the 16-year-old.

A serious question. Does calling this rape without the qualifying "statutory rape" do an injustice to real rape victims?
